COUNTRY DIRECTED FUND - Competitive Call for Proposals

Bridgetown, Barbados, June 15, 2020 -The Caribbean Disaster Emergency Management Agency Coordinating Unit (CDEMA CU), with support from the European Union (EU), through the Building the Resilience of CARIFORUM States to Disaster Risks and Climate Change Impacts programme is inviting National Disaster Management Offices (NDMOs) and relevant national entities, responsible for CDM implementation, through this First Call for Proposals under the 11th EDF to apply for use of the grant funds available through the Country Directed Fund (CDF). Relevant national entities must apply through the National Disaster Management Offices (NDMOs).

The following CDEMA Participating States are eligible to receive funding through the CDF: Antigua and Barbuda, the Commonwealth of The Bahamas, Barbados, Belize, The Commonwealth of Dominica, Grenada, The Republic of Guyana, Haiti, Jamaica, St. Kitts and Nevis, Saint Lucia, St. Vincent and the Grenadines, The Republic of Suriname, The Republic of Trinidad and Tobago.

The proposed initiative should: (1) cost between 10,000 and 60,000 Euros, (2) support the CDM results articulated in the National CDM Work Programme that has been endorsed by the requisite governmental authority and accepted by CDEMA CU and (3) identify intervention(s) that will be completed within twelve (12) months of disbursement of the funds with a closure period.

The competitive Call for Proposals will cover projects that enhance capacity within CDEMA Participating States in the priority areas of: (1) Enhanced Institutional Capacity; (2) Knowledge Management and Learning for CDM; (3) Sector Integration of CDM; (4) Enhanced Community Resilience; (5) Strategic Planning, Monitoring & Evaluation and Research; (6) Contingency Planning and Exercise Design and Testing; (7) Emergency Response Coordination; (8) Disaster Situational Awareness (Damage Assessment); (9) Information Management; (10) Disaster Risk Reduction; (11) National Disaster Management Organization Capacity Building; (12) DRRrelated Information and Communication Technologies. (13) Emergency preparedness and response support for hazard impacts (including pandemic outbreak such as COVID-19) and epidemics.

Proposals will be screened for eligibility, completeness and linkages to the CDM Strategy 2014-2024 and eligible Participating State’s Country Work Programme before being submitted to the Grant Approval Board who will review the application and make the final decision for granting the funds.

There will be two (2) Calls for Proposals each year, usually in March and September. Only proposals which have satisfied the requirements will be eligible for further evaluation.
