Communities closer to receiving structural mitigation from CDEMA

Under this component of the project, communities have had their risk and vulnerabilities assessed, are profiled and are to be given requested structural and non-structural mitigation measures to reduce the impact of hazards on themselves.

In August, three communities began advancing their identified mitigation measures. During the month tender openings and evaluations were held in Saint Lucia, Grenada and Dominica. The requested projects are;

  • Drainage construction in the community of Choiseul in Saint Lucia
  • Drainage construction in the community of Rosehill, Grenada
  • Construction of link road and retaining wall in Bioche, Dominica

Tender dossiers were launched during the month of July for which several bids were received. For each community project, the National Disaster Office in country assembled an evaluation committee which included representatives of the National Disaster Office, CDEMA representatives, engineers and planners. Members of the three evaluation committees, after their deliberations, recommended a contractor for each of the projects.

Senior Programme Officer on the project, Sarah Lionel said, “It is important that CDEMA, as part of its due diligence, ensure strict adherence to the set guidelines and procedures”. She described the process for providing structural mitigation. First the requirements of the requested project are drafted into a tender package which sets specific formats, and instructions for submitting bids. After advertising the tender (either by invitation to identified persons or online and in local newspapers) submissions are evaluated. Tenders must meet the set administrative and technical requirements to be judged compliant. For this reason, it is critical that the project team observe the evaluations.”

It is anticipated that in keeping with the process of procuring small physical works the community projects should break ground in October and should all be completed by December 31. 2012. The three small projects amount to an estimated €112,000.

The project team continues with the process of tender evaluation of physical works in four (4) additional communities until mid-October 2012.
