Heavy rains from Fiona will continue to produce life-threatening and catastrophic flooding along with mudslides and landslides across Puerto Rico though tonight. Life-threatening flash and urban flooding is likely for eastern portions of the Dominican Republic through early Tuesday.
Hurricane conditions are occurring across portions of the Dominican Republic within the warning area. Tropical storm conditions will continue on Puerto Rico through this afternoon and over portions of the Dominican Republic with the warning area through tonight.

Hurricane conditions are expected across portions of Puerto Rico on Sunday, and are possible across the U.S. Virgin Islands tonight. Tropical storm conditions are now spreading westward across the U.S. and British Virgin islands and will spread across Puerto Rico this evening and tonight. Tropical storm conditions will reach the Dominican Republic by late Sunday.
Heavy rains from Fiona will spread west to the British and U.S. Virgin Islands and Puerto Rico today, the Dominican Republic Sunday, and the Turks and Caicos Monday night. These rainfall amounts are expected to produce life-threatening flash floods and urban flooding, along with mudslides in areas of higher terrain, especially across portions of Puerto Rico and the Dominican Republic.

National Hurricane Center Updates
At 800 PM AST (0000 UTC), the center of Tropical Storm Fiona was located near latitude 16.5 North, longitude 61.5 West. Fiona is moving toward the west near 15 mph (24 km/h). A westward to west-northwestward motion with a decrease in forward speed is expected through early Monday.
A turn toward the northwest is forecast later on Monday. On the forecast track, the center of Fiona is expected to move near or just south of the Virgin Islands and Puerto Rico Saturday into Sunday, and approach the southern or eastern coast of the Dominican Republic Sunday afternoon. Fiona is forecast to move across the Dominican Republic Sunday night and Monday.

National Hurricane Center Updates
- According to the National Hurricane Centre, Tropical Storm (TS) conditions are possible in portions of the northern Leeward Islands by Friday night.
- However, heavy rain from TS Fiona will reach the northern Leeward Islands on Friday afternoon and this may produce flash and urban flooding along with isolated mudslides in areas of higher terrain.
- TS Fiona is expected to move near the Virgin Islands on the weekend and early next week and Tropical Storm Watches will likely be issued for some of these areas today.

After two days of in-depth exchanges of analysis, considerations, challenges, opportunities and potential strategies, the Caribbean has strengthened its partnership for the development of multi-hazard early warning systems.
On September 1 and 2, several regional and global organizations involved in supporting early warning systems in the Caribbean, as well as some NDMOs representatives from CDEMA Participating States gathered in Bridgetown, Barbados, for the Regional Early Warning SystemsConsortium (REWSC) Meeting. The Consortium, chaired by CDEMA with the support of UNDRR and CREWS, is the perfect setting to explore complementarities and enhancing existing and potential institutional arrangements aiming to increase efficiencies through stronger coordination to address early warning systems for multiple hazards.

Bridgetown, Barbados, August 28th, 2022 – The Caribbean Disaster Emergency Management Agency (CDEMA) has a new Chairman.
He is St. Lucia’s Minister of Education, Sustainable Development, Innovation, Science, Technology and Vocational Training, the Honourable, Shawn Edward.
Minister Edward’s elevation to the role occurred during a virtual meeting of the organization’s recently concluded 9th Extraordinary Meeting of Council of Ministers on August 22, 2022, held via ZOOM.
He takes over the chairmanship from former Attorney General and Minister of Legal Affairs and Justice in St. Kitts and Nevis, Mr. Vincent Byron Jr, who held the post for two years.

Bridgetown, Barbados, July 13th, 2022 - The Caribbean Disaster Emergency Management Agency (CDEMA) and the Norwegian Ministry of Foreign Affairs (MFA), have agreed to an extension of the programme period for their project: “Support to the Advancement of the Comprehensive Disaster Management in the Caribbean Region”, by one year until December 2023.
The extension was formalized on June 15th, this year, when representatives from CDEMA and MFA signed an addendum to their 2019 agreement, effectively extending Project deadlines by 12 months. Executive Director, Ms. Elizabeth Riley signed on behalf of CDEMA, while Ambassador at the Royal Norwegian Embassy in Havana, Ms. Beate Stirø, signed for the MFA.
