Tropical Storm Erika - Situation Report #12 as of 5:00 pm on September 28th, 2015


Damage and sector assessments continue.

Urgent needs as at September 28th are mainly for the following:

  • Generators
  • 15 Water tanks
  • Animal feed
  • Plastic pipes (1 – 1.5m in diameter)
  • Road safety signs to include reflective signs (80), plastic cones (100), caution tape (40 rolls) and gabion baskets (1mx1mx6m)
  • Cement (3,000 bags)
  • Excavators small (300.9D), and large (302.4D)
  • Bobcats (4)
  • 800 – 1000 gallons water tanks (51)
  • 4” Dewatering pumps (2)
  • 6” Dewatering pumps (2)
  • 100 rolls of Wire for fishing pots

The Government of the Commonwealth of Dominica declared nine (9) Special Disaster Areas following the devastating impact of Tropical Storm Erika across the island. During the early hours of Thursday, August 27, 2015, the centre of Tropical Storm Erika passed about 90 miles to the North of Dominica at its nearest point, with the storm producing intense rainfall across the island. The Caribbean Meteorology and Hydrology Institute (CIMH) stated that the Canefield Airport near the capital of Roseau, Dominica, recorded 12.64 inches of rain in a 12-hour period. This resulted in severe flooding and landslides and wide spread damage to housing and infrastructure throughout the island.

As of September 28, 2015, the National Emergency Operations Centre (NEOC) confirmed 13 dead, 17 missing and 20 injured. Hundreds of families from the Special Disaster Areas have been displaced as a result of their homes being damaged or destroyed or because conditions in their communities were considered unsafe.

The Government of Dominica has established an account at the Eastern Caribbean Central Bank to receive contributions in support of its recovery and reconstruction efforts.

As of September 28, 2015, the National Emergency Operations Centre (NEOC) has confirmed the following:

Dead, Missing and Injured
• 13 dead, 17 missing and 20 injured

• 574 persons

Shelters and shelterees
• Presently shelter is being provided for 322 persons and there are 52 persons registered at family homes

Affected population
• It is estimated that 7229 persons are affected in the Special Disaster d Areas

Damage and sector assessments have been completed by the various government ministries.


Preliminary estimates of damage remain at EC $236,240,000.

Three (3) hospitals and all health centres are operational. Some of these facilities are relying on tanks for the supply of potable water as access to piped water is not available.


Preliminary estimates remain the same as outlined below:

  • Crops – EC $13, 827,000
  • Livestock – EC $851,000
  • Infrastructure – EC $66,675,768
  • Farm housing, equipment and inputs – EC $1,515,700
  • Fishing Industry – EC $1,775,000

New estimates place damage in excess of EC $52,401,200


Water and Sanitation
• Preliminary estimates indicate damage at EC $28,542,633.75
• Water tanks have been distributed to Marigot, Pichelin, Grand Bay, Bagatelle, Tête Morne
• Need to increase distribution of water tanks
• Critical need for 15 water tanks

• Electricity has been restored to all of Dominica with the exception of Petit Savanne and Dubique

Public Works (Roads, Bridges etc.)
• Douglas Charles airport has resumed operations. LIAT and Seaborne have resumed flights while WINAIR should have commenced operations on October 3, 2015
• Road to Petit Savanne is now motorable
• Bailey Bridge installed at Pointe Round
• Access to Roseau from Bagatelle/Font St. Jean has been established
• Work continued on the Layou Valley road from Pond Casse. Progress has been made up to the bridge at York Valley.


  • 16 volunteers were deployed to assist in relief packaging; volunteer persons from All Hands Volunteers and Church of Scientology are assisting in clean-up efforts in the villages of Coulibistrie and Colihaut.
  • A meeting was convened on the 22nd of September, 2015 at the Office of the Disaster Management with all organisations who were involved in relief distribution to the affected populace in order to strengthen the coordination of relief supplies.
  • The Environmental Pollution Committee met on the 24th of September to examine the current challenges and options to address these.
  • An After Action Review (AAR) of the National Emergency Operations Centre (NEOC) was convened on the 25th of September at the Office of Disaster Management. Thirty-four (34) persons were in attendance including persons from the various sub committees of NEPO, Permanent Secretary in the Ministry of Justice, National Security, Immigration and Labour, officials from CDEMA including the Deputy Executive Director and staff of the Office of Disaster Management. The review examined what worked well, areas that needed improvement and recommendations going forward. The review was chaired by the Deputy Executive Director of CDEMA, Miss Elizabeth Riley at the request of the Permanent Secretary of the Ministry of Justice, National Security, Immigration and Labour, Mr Davis Letang.
  • The NEOC was deactivated at 2:20 pm on the 25th of September after being activated on the 27th of August, 2015.


Technical Support to Office of Disaster Management
The CDEMA Coordinating Unit continues to provide support to Dominica through the deployment of a technical team from the CDEMA Participating States of Saint Lucia and Trinidad and Tobago who are providing support to enhance the logistics and relief management associated with post-Erika activities.
