DDME appoints Senior Programme and Policy Manager - Ms. Kyana Bowen

Grand Turk, Turks and Caicos Islands, November 1st, 2016 (DDME) - Ms. Kyana Bowen, has been appointed as the Senior Programme and Policy Manager, for the Department of Disaster Management and Emergencies (DDME), with the Government of the Turks and Caicos Islands as of 1st November, 2016 and will be stationed at the Providenciales Office.


Ms. Bowen graduated from the University of the West Indies, St. Augustine Campus, in 2012 with a Master Degree in Urban and Regional Planning. Her passion for sustainable development planning was born during her pursuit of a Bachelor in Social Work, and grew during her work in Disaster Management Policy and Plan Development while employed with the Office of Disaster Preparedness and Management (ODPM) in Trinidad and Tobago.

She has worked on a range of programmes and projects funded by Multi-lateral Agencies such as the Inter-American Development Bank (IDB) and the United Nations Development Programme (UNDP) focused on improving Comprehensive Disaster Management (CDM).

Ms Bowen has also been engaged as a Consultant by the UWI Mona Campus to conduct Policy Reviews to determine the level of effectiveness in which CDM strategies are integrated in national sectoral policies for a Caribbean project funded by the Department of Foreign Affairs, Trade and Development, Canada. More recently, she has been pivotal as a Regional Planner within local government for the development of a Rural Development Policy and the establishment of a Ministry dedicated to Rural Development for Trinidad.

Ultimately, Ms. Bowen is geared towards linking the human element to physical planning as a mechanism to build disaster resilient communities through policy and plan development.

During her tenure with the department, Ms. Bowen will be responsible for the management, monitoring and evaluation of projects and programmes in risk prevention, hazard and vulnerability reduction, adverse event management and recovery with the national, regional and international community. She will also have the responsibility of soliciting project opportunities through the regional and international donor community exploring partnerships and developing synergies on government based project proposals and activities as well as being charged with overall responsibility for the monitoring and reporting on project activities.

Ms. Bowen will be the focal point for the development and/or amendment of policy ordinances in support of Disaster Risk Management in the Turks and Caicos Islands with some support responsibility for integrating physical planning theory and practices with current Disaster Management trends.
