Bridgetown, Barbados, October 10, 2012 (CDEMA) - The Caribbean Disaster Emergency Management Agency (CDEMA) Coordinating Unit (CU), with the support of the Australian Agency for International Development (AusAID), Aid from the UK, the Canadian Agency for International Development and the Government of Italy, will hold a Regional Consultation on the Refined Model Comprehensive Disaster Management Legislation, Regulations and Adaptation Guide from October 15th – 16th, 2012 in Roseau, Dominica.
Robust legislative and regulatory frameworks are critical elements of national disaster management systems and support deeper integration of CDM into national policies and strategies, key result areas under the Enhanced Comprehensive Disaster Management Strategy 2007-2012 and Programming Framework The Model CDM Legislation and Regulations are a set of model legal instruments, designed for Caribbean countries as a resource for enhancing disaster risk management at the national level. These Models can be adapted by any Caribbean State that desires to develop and enact Comprehensive Disaster Management legislation and regulations.
The Regional Consultation on October 15-16, 2012 will bring together CDEMA Participating States and other regional and international partners to examine critically the provisions of the Model instruments and to reflect on the practical issues surrounding the adaptation and implementation of the Models CDM Legislation and Regulation. The CU team will be lead by Ms. Elizabeth Riley, Deputy Executive Director of the CDEMA Coordinating Unit. Participants will include National Disaster Coordinators and representatives with legal expertise, drawn from government legal departments, relief agencies and CARICOM institutions. The meeting will be facilitated by Mr. John Charles, the Consultant Legal Drafter who has led the process to refine the Model CDM Legislation and Regulation.
