High Level Comprehensive Disaster Management Consultation in the Turks and Caicos Islands

 

The CDM Consultation afforded the CDEMA Executive Director the opportunity to:

  • Raise awareness of the institutional components required for achievement of CDM goals;
  • Gain formal commitment for policy and legislation adaptation from the highest level of government ;
  • Encourage the identification of a CDM Champion within the Turks and Caicos Islands who will be the lead government advocate for CDM implementation within the country.

CDEMA Participating States have embraced the principles of Comprehensive Disaster Management (CDM) which is a new thrust in disaster management for the 21st Century. It focuses on all cycles of a hazard, involving all sectors of the society, and concentrating on all hazards.

Participants included, the Honourable C. Washington Misick, Minister of Finance, Investment and Trade, the Honourable George Lightbourne, Minister of Government Support Services, Mr. Ian Astwood, Permanent Secretary in the Ministry of Government Support Services as well members of the Permanent Secretaries Board, senior management from the Department of Disaster Management and Emergencies and other senior government officials.

Discussion focused on the requirements for creating the CDM enabling environment within the Turks and Caicos Islands. These requirements include the development of a CDM Policy Framework, CDM Legislative Framework, CDM Strategy, CDM Multi-year Results Based Work Programme as well as a mechanism for monitoring and evaluating of progress. In addition the CDEMA Coordinating Unit has provided its Participating States with technical and financial support as well as model tools to assist in implementing CDM.

A significant output of the CDM Consultation was the signed declaration of support for CDM implementation in the Turks and Caicos Islands by the Permanent Secretaries Board. The Honorable Anya Williams, Deputy Governor has been appointed the CDM Champion for the Turks and Caicos Islands.

Technical and financial support for the CDM Consultation in the Turks and Caicos Islands was provided by the CDEMA implemented Comprehensive Disaster Management Harmonized Implementation Programme (Phase 1).

The Comprehensive Disaster Management Harmonized Implementation Programme (Phase 1) will enhance institutional support, and alleviate the effects of climate change and disasters by improving communities’ abilities to respond to and recover from natural and man-made hazards. The programme, being implemented by the Caribbean Disaster Emergency Management Agency (CDEMA) in partnership with the Organization of Eastern Caribbean States (OECS), supports the Caribbean’s enhanced Comprehensive Disaster Management (CDM) Strategy via a harmonized, multi-donor approach. The five-year, US $14,833,837 programme runs until December 2014, and is funded by the Canadian International Development Agency (CIDA), the Australian Agency for International Development and the UK Department for International Development (DFID), with contributions from other donors, including CDEMA’s participating states.
