CDEMA hosts consultations on the Regional Comprehensive Disaster Management (CDM) Strategy

The 10th Meeting of the Comprehensive Disaster Management - Coordination and Harmonization Council (CDM-CHC) will convene on Monday, July 15th, 2013. This meeting will focus on priority areas for the strategy and make recommendations for the appropriate management of implementation under the CDM governance umbrella.

The CDM-CHC comprises of regional and national representatives from among donor partners, national ministries and disaster office, sector institutions and organization. It was established in 2007 to provide guidance on CDM implementation at the regional and national level. Delegates at this meeting, particularly the Sector Leads for the agriculture, health, civil society and education sectors will highlight and share best practices for mainstreaming CDM into sectors.

On Tuesday, July 16, The Annual Programming Consultation on the Implementation of the CDM Regional Strategy and Framework will be held. This is a broad based consultation and includes representatives from CDEMA 18 Participating States, including the sectors mentioned earlier, senior government officials, disaster management practitioners, regional technical institutions and development partners.

This Meeting is particularly important as the 2013-2023 CDM Strategy will be presented along with the recommendations on implementation from the 10th CDM-CHC meeting. Partners will also present on programming initiatives that can support delivery of the 2013-2013 Strategy. The Honorable Adriel Brathwaite, Attorney General and Minister of Home Affairs, Barbados will be the key speaker at the Opening Ceremony of the meeting. Mr. Ronald Jackson, Executive Director, CDEMA and Mr. Jannik Vaa, Head of Section, Infrastructure and Rehabilitation, Delegation of the European Union to Barbados & OECS will also deliver remarks.

Background Information:
Comprehensive Disaster Management (CDM) is an integrated approach to disaster management involving all phases of the disaster management cycle (prevention, preparedness, mitigation, response and recovery), by all peoples, with the goal of reducing the risk and loss associated with natural and technological hazards and the effects of climate change to enhance regional sustainable development.

A Comprehensive Disaster Management (CDM) Strategy and Programming Framework was first introduced in 2001. This was followed by the Enhanced CDM Strategy and Framework 2007-2012.

The CDEMA Coordinating Unit has been designated the lead Agency by CARICOM for promoting CDM in the region.The meetings of the CDM CHC and the Annual Programming Consultation on CDM are supported by the CDEMA Coordinating Unit though the Comprehensive Disaster Management Harmonized Implementation Programme (Phase 1). This project aims to enhance institutional support, and alleviate the effects of climate change and disasters by improving communities’ abilities to respond to and recover from natural and man-made hazards.

The programme is being implemented in partnership with the Organization of Eastern Caribbean States (OECS) and supports the Caribbean’s Comprehensive Disaster Management (CDM) Strategy via a harmonized, multi-donor approach. The five-year, US $14,833,837 programme runs until December 2014, and is funded by the Canadian International Development Agency (CIDA), the Australian Agency for International Development and the UK Department for International Development (DFID), with contributions from other partners, including CDEMA’s participating states.
